Lytton Grove and Carlton Drive – Public Consultation on coach parking for Putney High School

Thank you to everyone who shared their views on the proposal to provide dedicated coach parking on Lytton Grove and Carlton Drive for Putney High School. The consultation sought feedback on proposals to formalise school bus parking on both roads in order to manage parking demand and reduce congestion associated with school transport.

Following consideration of the consultation feedback, discussions with ward councillors, and a petition submitted in response to the proposals, the Council has decided not to proceed with either proposal.

The main concerns raised during the consultation related to:

  • the effect of the proposals on residents’ parking stress
  • traffic and road safety concerns in the surrounding area

The Council received a petition of 152 signatures, submitted by Cllr Grivelli, opposing the proposals.

The consultation feedback was also considered alongside the option of progressing only part of the proposed changes. However, in light of the concerns raised and the lack of support for that approach, the Council has decided not to take forward either proposal at this time.

At present, there are no plans to re-evaluate the scheme or consider alternative locations, as any alternative provision would be further away from the school and is therefore unlikely to provide a suitable solution. The current arrangements will remain in place for the foreseeable future.

For background, the original consultation proposed dedicated school bus parking bays on Lytton Grove and Carlton Drive, operating between 8am and 4:30pm Monday to Friday, with parking reverting to normal CPZ controls outside those hours.

Overview

Update 19 November: the closing date for this consultation has been extended to 12 December.

Putney High School has no off-street parking, meaning school buses park at available spaces on Lytton Grove and Carlton Drive.

As part of existing planning approval for the school site, dedicated on-street school bus parking is to be provided. We have worked with the school to review the existing parking provisions on both Lytton Grove and Carlton Drive, and we propose to formalise school bus parking on both roads. This will limit the impact on controlled parking and reduce congestion on both roads by splitting the parking between them.

The school runs 4 routes offering spaces for at least 50 children per trip. This will reduce car traffic to and from the school.

The bus parking bays will provide dedicated controlled bus parking spaces operating between 8am and 4:30pm Monday to Friday. Outside of these hours the parking will revert to CPZ hours of control. If implemented, the school has agreed they will stagger drop off and collection of school children to manage access to the dedicated spaces which will minimise congestion and reduce the impact on residents’ parking.

A drop-in session has been arranged at the Putney High School for Girls (entry from Junior School Main Entrance) on Friday 7th November 2025 from 5.30 PM to 7.30 PM. Council officers will be in attendance to answer any questions you may have on the proposals.

All feedback to this consultation will be carefully reviewed and comments will be considered. A summary will also be sent on to the cabinet member for transport, and ward councillors for their consideration.

If the proposal is approved to go ahead, we will aim to install the bus spaces by the end of March 2026.
