Review of the White Hart Lane Controlled Parking Zone (Zone B2)

In March 2019, the Council implemented the White Hart Lane Controlled Parking Zone (CPZ), Zone B2, operating 10am to noon, Monday to Friday, following consultation with residents and businesses in the area.

Since its implementation, the Council has received feedback from the public concerning the zone’s operation as well as requests for a CPZ from nearby roads.  The Council has noted the feedback received and is now carrying out the following:

1. Consulting residents as we review the road design in the existing CPZ and considering whether any modifications are required in light of observed/reported access issues;

2. Consulting residents in the existing CPZ on the effectiveness of this zone and considering whether any further changes should be made including to the operational hours/days;

3. Consulting residents living in several roads outside of the zone to see if they would like parking controls extended to their roads.

Operational hours/days and permit prices

We are now seeking feedback from residents and businesses within the CPZ on the operation of the zone including whether you would like the operational hours/days to be reduced, extended or the existing ones retained.  A change to the operational hours/days ‘could’ affect the cost of your resident/business permit depending on the change, but it doesn’t have to.  For example, it would be possible to apply 10am to 2pm and also Saturdays and retain the present permit price of £53.50.   The current costs are below and are reviewed annually:-

Resident visitor permits

Resident visitor permits (scratchcards) currently cost £14.55 per book of ten half day permits.  These are half price to the over 60s. The permit must be validated for the relevant time period.  One permit, correctly validated, would be required for one full day’s parking in a CPZ that operates for two to four hours. Two permits would be required for zones operating for more than four hours a day.

What happens next?

The Council would like to demonstrate that any measures have the support of the local community, so a good response is important. Whilst we would like to apply the most supported options among responding households, the final decision will not be based on residents’ views alone.  All feedback will be considered along with relevant traffic management and other highway factors, prior to a decision being made on the way forward.
