Proposed Improvements to Cycling Facilities & Safety - A308 Hampton Court Road

Officers are currently reviewing the results of the public consultation in close liaison with the Cabinet Member for Highways & Street Scene. An interim review of the results showed:
- 48% of respondents stongly agreed and 16% agreed that the current pedestrian and cycle use of footway in Hampton Court Road needs improving.
- 53% of respondents strongly disagreed with the proposed improvements.
The full results will be reported by way of a Cabinet Member Decision before any decision is made as to whether the existing zebra crossing will be upgraded to a signal controlled crossing..
Overview
As part of Richmond Council’s commitment to improve facilities and safety for cyclists in the Borough, a major new scheme is proposed to bridge the gap between several major cycle routes and associated facilities along the A308 – Hampton Court Road.
The Council has already built a number of off-road facilities for cyclists in this area, but there is significant section of the road beyond these in which cyclists tend to feel intimidated by high-speed traffic and as a result remain on the narrowing pavement which can lead to conflict with pedestrians.
To improve pedestrian and cyclist safety and attempt to reduce traffic speed, the Council is proposing to:
- Renew and widen the pavement in Hampton Court Road on the northern side of the A308 from the area where the speed limit changes from 30mph/40mph along to the Bushy Park entrance. This will become shared use for cyclists and pedestrians.
- Extend and modify the footway along the southern side from the Bushy Park Road to the Hampton Court Roundabout. This will become shared use and Bushy Park junction will also be improved.
- Upgrade the existing cycling facilities along Hampton Court Green.
- Extend the footway and revise the carriageway markings on the short stretch between the end of Hampton Court Green and the raised shared use surface.
