Popes Grove, Twickenham (Zone E) Consultation

Overview

In 2022, the Council received a petition from residents of Popes Grove between its junction with Popes Avenue and the railway bridge. The petition requested that the operational hours of Zone E in this section of Popes Grove be increased from 8.30am-10.30am, to 10am-4.30pm to bring them in line with the operational hours of the adjacent Strawberry Hill CPZ (Zone SH).

It is understood that the reason for this petition is to deter non-resident parking that currently occurs after 10.30am each weekday, which presents parking difficulties for residents.

Longer hours of 10.30am to 2.30pm apply in the section of the CPZ in Waldegrave Gardens, between Tower Road and Waldegrave Road, for similar reasons. Parking conditions there for residents are believed to have improved since these hours were implemented.

Having considered the petition and options to address the parking issues, the Council is now consulting the residents of this section of Popes Grove, on two options to increase the CPZ operational hours in this immediate area, but to remain in Zone E.

The two options we are consulting you on are:

  1. Increase the operational hours to 10am-4.30pm (the same hours as Zone SH)
  2. Increase the operational hours to 10.30am-2.30pm (already in place in the section of Waldegrave Gardens as described above)

Option 1, if implemented, would result in an increase in the cost of parking permits whereas if Option 2 were to be implemented, this would not result in an increase in any permit costs.  Please see the table below for more details.

Please note that the above permit prices take account of boroughwide parking permit increases which come into effect on Monday 3 July 2023 following a review.

Resident and Business permits

The resident and business permit prices shown are for the 1st permit issued per household/business, for one year. Subsequent permits purchased per year are approximately 50% more for the 2nd permit and 50% more again for the 3rd permit issued.

Resident visitor permits

Resident visitor permits (scratch cards) are available at half the standard price to the over 60s. These permits must be validated for the relevant time period. Currently one permit correctly validated for the morning period allows parking all day in this part of Popes Grove and this requirement would not change if the hours were increased to 10.30am - 2.30pm (Option 2). However, if the hours were increased to 10am - 4.30pm (Option 1), two permits correctly validated for the morning and afternoon periods would be required to allow all day parking.

Further information

The Council would like to demonstrate that any change in operational hours has the support of residents, so a good response is very important, although the Council will not base its decision on residents’ wishes alone. All feedback to this consultation will be considered by the Council along with all relevant traffic management and other highway factors, prior to a decision being made on the way forward.
