Consultation outcome

The consultation on the proposed relocation of the zebra crossing and street enhancements on Hanworth Road, Hampton, closed on 21 July 2025.

The Council received 60 responses to the consultation. Overall, there was support for the proposals, with 93% of respondents either fully or somewhat supporting the scheme and 88% fully supporting it.

After considering the consultation feedback, the Executive Director of Environment and Community Services agreed to proceed with the scheme. This includes:

  • Relocating the existing zebra crossing on Hanworth Road.
  • Installing new cycle parking.
  • Introducing low-level brick planters to help prevent illegal and obstructive pavement parking.
  • Making associated changes to road markings and parking restrictions.

What we heard

Many respondents, including parents, carers and staff from Hampton School, supported the proposals because they believed they would improve pedestrian safety and better reflect where people currently cross the road. Consultation responses also highlighted support for measures to prevent pavement parking and improve the local street environment.

Some local residents raised concerns about the impact on parking and the proposed waiting restrictions. These comments were carefully reviewed before a final decision was made.

How your feedback influenced the decision

All consultation responses were considered alongside technical evidence and site observations.

As a result of concerns raised during the consultation about the loss of parking, the Council reviewed the proposed double yellow line restrictions. The final scheme was amended so that a single yellow line restriction will be introduced instead. This restriction will operate Monday to Friday, 8am to 5pm, allowing parking during evenings and weekends.

This change was made in response to issues raised by residents while still ensuring the scheme meets its road safety objectives.

Other evidence considered

In addition to consultation feedback, the Council considered:

  • Complaints about vehicles parking on the pavement and causing damage to the footway.
  • Discussions with Hampton School and a ward councillor during site visits.
  • Pedestrian survey data showing that many people cross the road away from the existing zebra crossing.
  • Highway safety, accessibility and maintenance considerations.

Next steps

The scheme was completed earlier this year on site albeit planting is still to take place within the planters following the exceptionally dry period of weather during Summer 2026. The Council will carry out a speed survey in the Autumn to assess whether the changes have affected vehicle speeds and to ensure the scheme continues to meet the Council's road safety objectives.

Overview

Richmond Council is seeking feedback on a proposal to relocate a zebra crossing and enhance the streetscape on Hanworth Road in Hampton. 

Proposed relocation of zebra crossing on Hanworth Road

Following a request from Hampton School, we are proposing to relocate the zebra crossing and raised table from outside 137 Hanworth Road to outside 129 Hanworth Road. Due to the position of nearby bus stops in relation to the school, students often cross the road away from the existing crossing, which poses a safety risk. Recent pedestrian surveys support this observation from the school.

Proposal to introduce planters and cycle parking

The Council has also received numerous complaints about vehicles being illegally parked on the wide footway near 129–131 Hanworth Road, which has led to damage to the paving slabs.

To prevent this type of parking from occurring, we are proposing to install a series of low-level brick planters and cycle parking within the footway. These proposed changes would be implemented from outside 137 Hanworth Road to the junction with Nightingale Road. In addition to preventing illegal parking, the introduction of cycle parking would be beneficial during school events, as well as contributing to a more attractive streetscape.

Please note that the proposals within the package complement each other and will only be introduced as a single package.

Funding for the proposed relocation of the zebra crossing and introduction of planters and cycle parking has been secured from a combination of Transport for London funding and Richmond Council's capital funding for highway improvements.
