Proposed road safety measures on Hanworth Road

Overview

The London Borough of Richmond upon Thames is seeking your views on a package of proposed road safety measures for Hanworth Road, south of Powder Mill Lane. The proposals have been developed in response to road safety concerns and are intended to reduce vehicle speeds and enhance conditions for people walking, cycling and travelling through the area.

Why we are consulting

Hanworth Road currently ranks among the roads with the highest number of reported injury collisions in the borough, with 22 reported injury collisions over the last 5 years. The Council has therefore developed a package of measures aimed at enhancing road safety and reducing the likelihood and severity of future collisions.

Background

The proposed scheme has been developed to address road safety issues on Hanworth Road, Whitton. The council regularly reviews personal injury collisions across the borough and develops measures to reduce those collisions.

A consultation on a wider scheme for Hanworth Road was carried out in 2024. The original consultation was shared with residents across a wider area because the proposals could affect surrounding side roads. While there was broad support for the main road safety measures on Hanworth Road, concerns were raised about the potential impact on the side roads.

Following the consultation, the Council implemented a crossing facility at Crane Park as a stand-alone feature, while reviewing options for the side roads. The current proposals retain the road safety measures for Hanworth Road but remove the elements that would have affected neighbouring side roads.

The aim of the proposals is to reduce vehicles speeds, which has been proven to help reduce the number and severity of vehicle collisions. Similar measures have been introduced successfully elsewhere in the borough and have been shown to improve road safety. The Council considers these measures to be the most appropriate way of addressing the road safety issues identified on Hanworth Road.

Proposed Safety Measures

Proposed Measure Purpose / Benefit
Removal of the road centre line and central traffic islands Removing barriers from between oncoming vehicles has been proven to have a speed reducing effect.
Widening of existing mandatory cycle lanes to meet the minimum requirements in both directions These lanes would produce more space for cyclists, while maintaining the narrow feel of the carriageway, helping to encourage lower vehicle speeds.
Introduction of double yellow lines Helps keep cycle lanes clear and improve traffic flow. Loading and unloading would still be permitted and the restrictions will not impact on the existing inset parking bay South of the Powder Mill Lane junction.
New zebra crossing at Ellerman Avenue junction Provides a formal crossing point between the bus stops and replaces the removed crossing island.
Conversion of the zebra crossing at Waverley Avenue to a parallel crossing Allows cyclists to access the Woodlawn estate.
Enhanced 20mph signage and vehicle-activated signs Reminds drivers to stay within the speed limit and encourages safer driver behaviour.
Street lighting review Ensures lighting meets current standards and provides good visibility for road users.
Retention of existing triangular islands at side-road junctions (Waverley Avenue, Lyndhurst Avenue, Ellerman Avenue) Maintains existing traffic restrictions and access arrangements to physically enforce the existing banned turns at these junctions. There will be no impact on how traffic is currently permitted to enter and exit the Woodlawn Estate.

The proposals are intended to work together as a package of measures to improve road safety on Hanworth Road. You can view a map of the plans by clicking here.
