Overview

Last summer, the Council consulted on options for a School Street/School Safety Improvement measures serving Collis Primary on both Fairfax Road and Cromwell Road.

  • Option 1 included School Safety Improvement measures along both streets near both the school entrances
  • Option 2 proposed a timed School Street restriction on Fairfax Road and School Safety Improvement measures along Cromwell Road outside the school entrances
  • Option 3 suggested 2 timed School Street restrictions outside both entrances on Fairfax Road and Cromwell Road

After reviewing your feedback and following discussion with your ward Councillors, Option 1 was considered the most appropriate level of intervention.

We have now worked to develop this into a proposal for both roads. The proposal consists of two phases:

Phase 1School Improvement Zone on Cromwell Road

It is proposed to implement the following features at both approaches to the school:

  • pavement widening
  • a raised table with a coloured surface
  • an informal crossing area for pedestrians
  • pavement bollards
  • school flashing signs
  • double yellow lines to ensure good visibility for pedestrians and drivers

Additionally, it is proposed to extend the existing School Keep Clear markings to remove parked vehicles from opposite the entrance to the school. This phase of the works will also include an upgrade of the existing zebra crossing by Udney Park Road to ensure that current design standards are met. Finally, existing 20mph signage will be improved with additional road markings

Phase 2 –  School Improvement Zone on Fairfax Road

This phase will include specific features on both approaches to the school. These features will differ:

  • Southbound approach (outside number 130):

    • Pavement widening
    • A raised table with a coloured surface
    • An informal crossing area for pedestrians
    • School flashing signs
    • Double yellow lines to ensure good visibility for pedestrians and drivers
  • Northbound approach (outside number 135):

    • Pavement widening
    • Coloured road surface
    • A slight extension to the existing double yellow line restrictions
    • School flashing sign

Due to the number of vehicle driveways, the northbound approach will not include an informal crossing point.

Additionally, it is proposed to enhance the school entrance point to improve accessibility for pedestrians. Finally, existing 20mph signage will be improved with additional road markings.

Implementation

  • Phase 1 will be implemented in early Summer 2025, prior to road resurfacing.
  • The implementation of Phase 2 will depend on securing additional funding and programming.

Due to the costs of implementing these changes, they will be on a permanent basis as opposed to the trial basis previously communicated.

We are seeking your views on the proposed measures, which include the advertisement and statutory consultation for the Traffic Management Order. This order relates to the proposed double yellow line restrictions and amendments to the School Keep Clear markings under Section 6 of the Road Traffic Regulations Act 1984.

What happens next

All consultation feedback will be considered and discussed with your ward Councillors before a decision is made on the way forward. If the proposals are progressed, it is anticipated that the work will be undertaken during the School Summer holidays in 2025.
