Results updated 19 Aug 2026
Consultation outcome
The Draft Tees and Development Supplementary Planning Document (SPD) consultation closed on 23 March 2026. We received 14 responses from residents and other interested parties.
Following consideration of the consultation responses, the Head of Spatial Planning, in liaison with the Chair of the Environment, Sustainability, Culture and Sports Committee, agreed to adopt the Trees and Development SPD on 9 June 2026.
What we heard
Most respondents supported the draft SPD. Some respondents recommended that additional information should be included regarding structural damage to trees and the Towpath Management Plan which were included at adoption.
How your feedback was used
Consultation responses were reviewed and considered before the final version of the SPD was adopted. A number of minor, non-substantive updates were incorporated into the SPD to reflect the feedback received.

Overview
Richmond Council is consulting on its draft Trees and Development Supplementary Planning Document (SPD). You can view the full draft SPD here.
The draft SPD provides clear guidance for developers to assist them in managing and protecting trees during development. It aims to maximise the delivery and protection of trees during the planning process to improve biodiversity and enhance the borough’s natural and built environment for the benefit of local residents.
The SPD will support the policies set out in the Richmond upon Thames Local Plan and help meet the Council’s vision and ambitions for tree planting in the Borough as set out in the Trees for Richmond strategy.
