Richmond Draft Transport Supplementary Planning Document Consultation 2026

The revised draft Transport Supplementary Planning Document (SPD) consultation closed on 23 March 2026. We received 13 responses from residents and other interested parties.
Following consideration of the consultation responses, the Head of Spatial Planning, in liaison with the Chair of the Environment, Sustainability, Culture and Sports Committee and the Chair of the Transport and Air Quality Committee, agreed to adopt the Transport SPD on 12 June 2026.
What we heard
Most responses were broadly supportive of the draft Transport SPD or raised comments seeking clarification, additional references, or greater emphasis on particular transport issues. Key themes included electric vehicle charging infrastructure, the relationship between development and transport impacts, transport safety, active travel, equestrian access, use of the River Thames for freight and construction, cross-boundary cycling and transport connections, and references to emerging national policy.
How your feedback was used
Consultation responses were reviewed and considered before the final version of the SPD was adopted. A number of minor, non-substantive updates were incorporated into the SPD to reflect the feedback received.

Overview
Richmond Council is consulting on its draft Transport Supplementary Planning Document (SPD). You can view the full draft SPD here.
The SPD supports and provides additional guidance on the transport policies set out in the Richmond upon Thames Local Plan relating to roads, access considerations and sustainable transport, setting out expectations for development proposals and signposting to additional documents that may assist in the preparation of planning applications.
The SPD ensures that development supports sustainable travel choices, reduces reliance on private car use and contributes positively to the borough’s wider objectives on climate change, air quality and living locally.
The version of the draft SPD being consulted on would replace the existing Transport SPD (2020), to reflect changes to national and regional policy, legislation and guidance.

What happens next
A summary of the responses to the consultation will be made available following the consultation period. These responses will be fully considered and if appropriate, changes will be made to the final version of the document prior to its adoption by the Council, which is intended to be later in 2026.
