Richmond Draft Transport Supplementary Planning Document Consultation 2026

Overview

Richmond Council is consulting on its draft Transport Supplementary Planning Document (SPD). You can view the full draft SPD here.  

The SPD supports and provides additional guidance on the transport policies set out in the Richmond upon Thames Local Plan relating to roads, access considerations and sustainable transport, setting out expectations for development proposals and signposting to additional documents that may assist in the preparation of planning applications.

The SPD ensures that development supports sustainable travel choices, reduces reliance on private car use and contributes positively to the borough’s wider objectives on climate change, air quality and living locally.

The version of the draft SPD being consulted on would replace the existing Transport SPD (2020), to reflect changes to national and regional policy, legislation and guidance.

What happens next

A summary of the responses to the consultation will be made available following the consultation period. These responses will be fully considered and if appropriate, changes will be made to the final version of the document prior to its adoption by the Council, which is intended to be later in 2026.
