West Hill Area Traffic Management Scheme Trial

Overview

Following the recommendations at the council's Strategic Planning and Transportation Committee, the Executive has approved the current trial of AM peak (07:00 to 10:00) Monday to Friday banned left turns into Withycombe Road and the northern section of Inner Park Road from Wimbledon Park Side to be made permanent. The reason for doing so is that the trial demonstrated a consistent reduction in through traffic from A3 at Tibbet’s Corner.

The council will also be implementing a complementary new trial via an Experimental Traffic Order (ETO), an AM peak (07:00 to 9:00) Monday to Friday banned left turn into the southern section of Inner Park Road from Wimbledon Park Side, as shown on the plan here. The purpose of this is to address the displacement of through traffic from the initial trial and the desired outcome is to see a further reduction in through traffic in this area. What is an Experimental Traffic Order?

ETOs are used to deliver immediate and short-term measures that require monitoring and further review giving the council the opportunity to trial measures.

Whilst there is no requirement for formal consultation in advance of introducing the temporary measures, there is a statutory 6-month period following implementation whereby anyone may comment in writing and all comments must be considered.

An ETO can be amended or withdrawn at any time. The council will monitor the trial scheme and review the data collected. The council then has the option to make amendments to the scheme during the trial period to improve its effectiveness. The council will continue to monitor traffic movements in the area.
