West Hill ANPR (Automatic Number Plate Recognition) Consultation
Overview
The initial West Hill Area Traffic Management Scheme trialled a morning peak (07:00 to 10:00 a.m.) Monday to Friday banned left turn into Withycombe Road and the northern section of Inner Park Road from Wimbledon Park Side. This was subsequently made permanent following the trial and a positive reduction of through traffic in the local area.
The council also implemented a complementary trial, morning peak (07:00 to 9:00 a.m.) Monday to Friday banned left turn into the southern section of Inner Park Road, to address the traffic displacement from the initial scheme and to further deter through traffic from leaving the A3 at Tibbet’s Corner.
Whilst through traffic volume has further reduced, it is evident from the trial that local residents have concerns about their ability to access the neighbourhood and extended journeys.
Following agreement at the Transport Committee, the council is now consulting on allowing West Hill ward residents and local businesses to be exempt from all three banned left turn restrictions. This means that the restrictions will remain in place but local people who register their vehicles would still be able to enter and be exempt from penalty charges by using new CCTV camera technology which recognises their number plates.
We plan to exempt the following groups from the existing West Hill traffic management scheme:
- Local residents within the West Hill ward, who can provide:
- proof of residence and vehicle ownership registered within the West Hill ward (v5 or insurance schedule/certificate)
- or, proof of residence and justification as to why the vehicle is not registered within the West Hill ward (e.g. lease or company vehicle)
- School teachers working in a school within the West Hill ward
- Children with special needs attending a local school within the West Hill ward (i.e. council organised rides, and parents dropping off a disabled child)
- Staff for local rateable businesses within the West Hill ward
- Registered Carers operating within the West Hill ward (valid operational proof required)
- Buses (already part of the existing exemption)
- Hackney Carriages (new exemption approved at Committee / Executive)
- Emergency vehicles
