Draft West London Waste Plan (Regulation 18)
Overview
In 2015, the West London Boroughs of Brent, Ealing, Harrow, Hillingdon, Hounslow and Richmond upon Thames along with the Old Oak and Park Royal Development Corporation (OPDC) published a Joint Waste Plan (known as the West London Waste Plan 2015) which set out a planning strategy for the management of waste across West London.
These seven West London Waste Planning Authorities have now commenced the review of the West London Waste Plan to ensure that it remains up to date and continues to provide a sound and effective planning strategy for waste management in accordance with national policy, the London Plan, and local priorities.
It is a statutory requirement to produce an up-to-date waste plan. Once adopted, the updated West London Waste Plan will replace the 2015 version of the West London Waste Plan. It sets out the proposed planning strategy for waste management in the plan area up to 2041 and includes policies to be used when assessing planning applications that relate to waste management. It also identifies sites proposed to be safeguarded for waste use.

The first consultation relating to the updated West London Waste Plan (known formally as the ‘Regulation 18 Draft Updated West London Waste Plan’) is now underway. The consultation will run from Thursday 11th December 2025 to Thursday 5th February 2026.
Please note that Ealing Council is hosting the consultation on behalf of all the authorities. This is a joint consultation, with the same documents and ways to respond across all of the authorities. The details are signposted from each authority’s website, as the responses will be handled jointly. You only need to respond once, as all of the responses will be collated together.
There are different ways you can find out more and get involved in this consultation. Please visit the dedicated consultation webpage in order to:

- see the consultation documents,
- find out more about planned consultation events, and
- understand how you can submit your comments.
The updated West London Waste Plan document and supporting documents are also publicly available for inspection at venues across West London.
As part of the consultation, there will be online and face to face drop-in sessions to give you the opportunity to speak to officers and to find out more about the West London Waste Plan:
- The first online information session is due to take place on 16 December 2025 12:30 to 1:30pm.
- There is a drop-in session in the borough on 20 January 2026 at the Civic Centre reception, 44 York Street, Twickenham, TW1 3BZ between 12 and 4pm, which you can attend.

Please note that your response will not be treated as confidential and any anonymous responses will not be accepted.
What happens next
Any comments received during the consultation phase will be analysed and will inform the next version of the plan. The feedback gathered at this stage will help shape a revised draft of the West London Waste Plan that will be prepared for further consultation (referred to as Regulation 19), before it is submitted to Government for an independent Examination by the Planning Inspectorate. If the Inspectors find the Plan sound and legally compliant, it is anticipated that the West London Waste Plan could be adopted in 2028.
