Overview

This consultation has now been extended to Sunday 17th March 2024.

In 1987, the Council implemented the Hampton Wick Controlled Parking Zone (CPZ), Zone X, operating 8.30am to 6.30pm, Monday to Saturday. Please click here to see a map of the zone.

In the 36 years since the scheme was introduced, shopping habits have changed and Sundays and Bank Holidays are now amongst the busiest shopping days in Kingston. Over the years, some Hampton Wick residents have reported parking difficulties on these days in particular, when the CPZ does not operate and parking is free and unrestricted for everyone. It is understood that these difficulties are caused by Kingston shoppers and people visiting Bushy Park who park in Hampton Wick to avoid parking charges and/or for convenience when leaving the area.  This reduces the availability of parking space for residents and short stay parking for the Hampton Wick shops/businesses. This is particularly acute in the roads that are within walking distance of Kingston Bridge.

Another concern reported by residents is the increased pressure on parking that can potentially arise from new housing developments. Some residents in these developments, who are usually not granted permission to apply for resident parking permits, may still park in the area outside the current CPZ hours in the evenings and on Sundays when the current CPZ is not in operation.

Some support for an increase in the operational hours/days was shown in the last consultation, carried out in 2017, but the decision was made not to progress any changes at that time.

We are now carrying out a new consultation to seek feedback from all properties on whether there is support to change the CPZ hours/days and, if so, what they should be. The current operational hours/days for the CPZ (8.30am to 6.30pm, Monday to Saturday) are in Tier-2 as shown in the table below. The table indicates current permit costs and how these could alter if the CPZ operational hours/days were changed.

Resident permits

The resident permit prices shown are for the 1st permit issued per household, for one year. Subsequent permits purchased per year are approximately 50% more for the 2nd permit and 50% more again for the 3rd permit issued.

Business permits

The business permit price for this zone is currently £981.30 for a permit in the inner part of the zone (roads nearer to Kingston Bridge) and £381.80 in the outer area (remainder of the zone). These prices are for the 1st permit issued per business, for one year. Subsequent permits purchased per year are approximately 50% more for the 2nd permit and 50% more again for the 3rd permit issued. These prices are being reviewed separately. Resident visitor permits

Resident visitor permits (scratch cards) are available at half the standard price to the over 60s. These permits must be validated for the relevant time period and each one allows parking in Zone X for half a day’s parking so two permits are required to allow all day parking.

Please note that all parking charges are reviewed annually. 

The questionnaire includes two suggested options for changing the operational hours/days of Zone X. These are:

Option 1: Extend to 8.30am to 6.30pm, Monday to Sunday & Bank Holidays. This will result in an increase in permit charges to Tier-3 charges.

OR

Option 2: Extend to 10am to 4.30pm, Monday to Sunday & Bank Holidays. This will not result in an increase in permit charges – that is, to remain on Tier 2 charges.

The above two options provide a scenario for extending the CPZ operational period, Option 1 results in a direct increase in permit charges whilst Option 2 does not result in any change to permit costs. Please consider this in responding to the consultation.

The questionnaire also provides an option for other operational hours/days to be requested (Option 3).

Further information

The Council would like to demonstrate that any changes to a CPZ have the support of residents so a good response is very important, although the Council will not base its decision on residents’ wishes alone. All feedback to this consultation will be considered by the Council along with all relevant traffic management and other highway factors, prior to a decision being made on the way forward.
