Wellesley Road/Hampton Road Zebra Crossings
Overview
Richmond Council is seeking feedback on a proposal to install two new zebra crossings near the junction of Wellesley Road and Hampton Road.
Following the recent implementation of the School Street on Stanley Road outside St James’s School, concerns have been raised regarding traffic shifting onto Wellesley Road. This road has historically experienced higher traffic volumes, especially as it provides access to Strawberry Hill Station.
To help keep road users—especially school children—safe, the Council is considering a range of measures to reduce traffic speeds and improve conditions for walking and cycling near the school. These types of engineering improvements can be expensive, so the Council plans to introduce them in phases as funding becomes available.
Funding has been secured from Transport for London for the 2025-26 financial years to consider the first two phases of the scheme. These will focus on the western end of Wellesley Road, near the junction with Hampton Road. The current road layout at this junction makes it difficult for pedestrians to cross safely during busy times. The route is heavily used by school children—many of whom travel unaccompanied—to access nearby schools.
- Phase 1: Install a zebra crossing on Wellesley Road, just south of the junction with Hampton Road. This will connect directly to the footpath behind the grassed area leading to Hampton Road. Installing this crossing will require the removal of approximately 12 parking spaces.
- Phase 2: Install a zebra crossing on Hampton Road, along with pavement widening to improve visibility and reduce the number of parking spaces lost. This crossing will remove around 7 parking spaces.

While both crossings are designed to work together, they can also be installed independently if needed. The Council recognises the impact of the proposal on parking availability, however, based on local observations, we believe there is enough capacity within the parking zone to accommodate displaced vehicles.
As part of future plans, the Council is in discussions with Transport for London about the possibility of adding a new Twickenham-bound bus stop on Hampton Road, near the junction with Fifth Cross Road. If this proves feasible, it would complement the proposed new pedestrian crossing in the area. Currently, the existing Twickenham-bound bus stops are spaced far apart and are not particularly convenient for students attending Waldegrave Girls’ School or St James’s School. If the new stop is considered viable, a separate consultation will be carried out with residents directly affected by the proposal.
We’re also looking to improve the pedestrian experience along Hampton Road. We welcome your views on any current obstructions, as well as suggestions for improvements such as seating, shade, shelter, wayfinding, and street lighting.
