Consultation on proposed cycling improvements along Strawberry Vale, Twickenham Road and Manor Road

Overview

Richmond Council is proposing to make cycling improvements along Strawberry Vale, Twickenham Road and Manor Road.

This is a key cycling route through the borough, linking Twickenham with both Kingston and Ham (via Teddington Lock) and forms the core of our future cycle network, as detailed within the Richmond Active Travel Strategy.

While there are some existing cycle lanes along the A310 Strawberry Vale corridor, these are inconsistent and offer very little protection from passing vehicles. This is reflected in the number of road traffic collisions involving cyclists on this road.

The proposed scheme aims to improve cycling conditions and road safety on Strawberry Vale by providing safer, segregated cycle lanes which will ensure the road can be cycled safely by more people, including both adults and children.

The proposed changes can be viewed on the plan here and have been divided into sections. Each section includes the following measures:

Section A (Red)

• Pavement parking – the placing of parking partly onto the pavement to increase the width of the cycle lane facility. This will require some strengthening of the pavement. There will be sufficient pavement width remaining to ensure that there is no negative impact on pedestrians
• An improved cycle lane facility with light segregation in the form of wands and armadillos similar to those shown in the photo here
• Double yellow line waiting restrictions

Section B (Blue)

• Improved cycle lane facility with light segregation in the form of wands and armadillos similar to those shown in the photo here
• Double yellow line waiting restrictions

Section C (Pink)

• Pavement parking – the placing of parking partly onto the pavement to increase the width of the cycle lane facility. This will require some strengthening of the pavement. There will be sufficient pavement width remaining to ensure that there is no negative impact on pedestrians

Section D (Green)

• Fully segregated off carriageway cycle facility separated from the main pedestrian pavement, this will require some pavement widening

To allow implementation of the new cycling facilities there will be changes to the existing layout of the parking spaces. Whilst we will always try to maximise parking capacity and retain the existing patterns of parking, this is not always possible if roads / footways are narrow and parked vehicles obstruct access. 

These changes will result in a reduction in capacity equating to approximately 16 parking bays along the length of the scheme. However our Parking team have been working on plans for a Controlled Parking Zone (CPZ) in this area and it is expected that any capacity levels affected by these changes will be compensated by increased availability levels over the zone as commuters and long stay vehicles are deterred from parking. You will shortly be receiving a letter regarding the proposed CPZ plans which will provide further information.

As part of this scheme, we will also consider possible improvements to the pedestrian environment including enhancement of the existing traffic islands, removal of any unnecessary street furniture such as posts or signs and general pavement surfacing improvements if necessary.
