Rivermeads Estate Traffic Reduction Scheme
Overview
The Council received a petition earlier this year from residents of the estate requesting measures to remove through traffic. In response to the petition, the Council carried out traffic surveys in February 2024 to monitor speed and volume. These surveys showed that the current traffic volumes, most notably during the 7am-10am morning peak period, trigger the current Council policy for intervention measures of 200 vehicles or more/hour. The predominant traffic movement is quite clearly from Staines Road towards Hospital Bridge Road.
In response to resident concerns and the findings from the traffic survey, the Council has secured funding to consider traffic reduction measures. Having been identified as the most feasible and effective solutions, the Council is now seeking your input on two proposed options as outlined below. These are focussed around the Willow Way area as changing the way traffic flows at the Court Close Avenue/Staines Road junction would have a negative impact on the operation of the mini roundabout. Both options will remove the main south to north traffic movement.
Option 1
A gated closure at the junction of Willow Way with Hospital Bridge Road

Option 2
Automatic Number Plate Recognition (ANPR) ‘residents only’ exemption (for traffic travelling in a north-eastern direction) on Willow Way immediately to the east of the junction of Bye Ways. This would operate Monday-Friday 7am-7pm. Willow Ways remains two way.
*All residents of the estate will be able to apply for up to 4 vehicles per household free of charge, providing the vehicle is registered at the same address.

What happens next
Please ensure we receive your responses by 30th September 2024 to ensure that your views are considered. Subject to the results of this consultation, it is anticipated that either of the two options would be introduced under an Experimental Traffic Management Order. These allow schemes to be promptly introduced and for their effects to be measured and evaluated. An experimental scheme can be modified in response to feedback, and within 18 months a formal decision made to either make restrictions permanent or remove them.
