Overview

In order to help implement Richmond's Local Plan, which consists of the adopted Core Strategy, Development Management Plan and Twickenham Area Action Plan, and make clear the relationship with Richmond's forthcoming Community Infrastructure Levy (CIL), we have published a draft Planning Obligations Supplementary Planning Document (SPD) for consultation.

 

Planning Obligations (also known as 'Section 106 agreements') are legally binding agreements made between the developer and the Council for matters which are necessary to make an application acceptable and which cannot be secured through the normal planning process.

 

The draft Planning Obligations SPD revises the original SPD published in 2005 (as amended in 2007 and 2009). The draft SPD sets out how planning obligations will be scaled back and managed in relation to Richmond's CIL.

 

The draft SPD is published for consultation alongside Richmond's Draft CIL Charging Schedule to clarify and demonstrate how planning obligations will operate alongside CIL, which is anticipated to be adopted in March/April 2013.
