Leeson and Fulwell Park Estates - Controlled Parking Zone Consultation

Overview

The Council is undertaking a parking review in this area of Twickenham – see the map of the consultation area.

This review is being undertaken following requests for parking controls received by the Council from residents of this area. It is understood that some residents have faced difficulties in finding a parking space near to their home due to non-residents (including all day commuters and/or short and long stay parking) parking in the area. A Controlled Parking Zone (CPZ) can alleviate these difficulties.

We are now seeking feedback from you, the residents and businesses within the Leeson and Fulwell Park Estate areas, on whether you would like a CPZ to be introduced in the area.

In 2023, the Council reinstated the footway parking bays and implemented new lengths of double yellow lines in the Fulwell Park Estate area.  As part of this consultation, the Council will be reviewing these measures along with the feedback it receives to this consultation.

A review of the nearby South-West Twickenham CPZ (Zone CR), introduced in May 2022, is also being carried out at this time. This zone operates 10am to 4.30pm, Monday to Friday. All properties in this zone are currently being consulted on how this CPZ has worked since introduction and whether any changes to its operation need to be made. Should a CPZ be introduced, residents, their visitors and businesses wishing to park on street during the operational period of the CPZ will be required to purchase / display a valid parking permit. You would not be able to purchase a permit if you live in a property subject to a S106 Planning Agreement which restricts or prohibits the issue of permits. Details of the current parking permit prices  from 1 July 2024 are as follows:-

Resident and Business permits

The above resident permit prices are for the first permit issued per household per year. Based on the first permit price, subsequent permits purchased each year are approximately 100% more for the second permit and 200% more again for the third permit.

The prices for subsequent business permits purchased per business each year are under review. Current prices can be viewed on our website,  details of which are provided at the end of this page.

Resident visitor permits

Resident visitor permits (scratch cards) are available at half the standard price to the over 60s. These permits must be validated for the relevant time period.

Further information

The Council would like to demonstrate that any new scheme has the support of residents so a good response is very important, although the Council will not base its decision on residents’ wishes alone. All feedback to this consultation will be considered by the Council along with all relevant traffic management and other highway factors, prior to a decision being made on the way forward.
