Making changes to this policy

Proposed change: Material changes to the policy require public consultation and committee approval. Non-material changes can be made by officers in consultation with the councillor who chairs the committee.

Current policy: No distinction made between material and non-material changes. 

Rationale for change: To allow flexibility for small updates (e.g. change the names of relevant legislation if new laws are adopted) while preserving democratic oversight.

Stakeholder consultation, engagement and communication

Proposed change: There will be clearer consultation processes depending on the event size, and post-event feedback will be required for larger events. These include community stakeholders, Management Advisory Committees (MACs)/Friends groups and general resident notices. The full details of how we plan to engage for events of different sizes is included in the draft policy document.

Current policy: Ward councillors are the primary decision-makers and can approve events or request further consultation with local community groups, interested parties and responsible authorities.

Rationale for change: To ensure the policy reflects the current Council governance arrangements, and encourages wider and more structured engagement with residents, businesses, and stakeholders.
