Hampton Hill Junior School - Proposed Safety Measures on St James's Avenue

Thank you to all those who gave their views on the proposal to improve road safety on St James's Avenue outside the frontage of Hampton hill Junior School. 

Feedback received during the consultation, together with discussions with ward councillors, directly led to amendments to the scheme. The Council has agreed to proceed with the scheme with the changes set out below.

What we are changing (amendments made following consultation feedback)

  • Extend the school zig-zag markings up to the give-way line on Windmill Road, to discourage ad-hoc parking close to the junction.

  • No change to School Keep Clear operating hours (there will be no increase in the times).

  • Extend double yellow lines where needed to help protect resident driveways and reduce obstruction.

  • Introduce a disabled parking bay on the school side, opposite the two resident driveways, operating at the same times as the School Keep Clear restrictions (allowing for resident parking outside those times).

  • Widen the footway (pavement) on both sides of the raised table to improve space and safety for people walking.

The Council will advertise a Traffic Management Order to introduce the double yellow lines, the school-time disabled bay, and the amendments to existing School Keep Clear markings.

The Council will also advertise the proposal to install a raised table as part of the scheme.

Additional junction review: Windmill Road / Wolsey Road

  • Ward councillors raised concerns about poor sightlines at the Windmill Road / Wolsey Road junction, which is close to the scheme and could be affected by displaced parking.
  • This junction will be reviewed as part of the detailed design stage, and any necessary changes will be considered through the statutory consultation process under the main scheme.

Overview

Richmond Council is seeking your views on a proposal to enhance pedestrian safety outside the entrance to Hampton Hill Junior School on St James’s Avenue.

In recent months, there has been at least one reported road safety incident involving a school pupil and vehicle at this location. There was a school crossing patrol previously at this location; however, this is no longer in operation.

To address these concerns (and in recognition of the Council's commitment to road safety measures around schools), we are proposing a package of measures aimed at creating a safer environment for children, parents, and pedestrians.

Proposed Safety Measures

Measures Purpose / Benefit
Raised table with pavement widening along the western kerb-line Creates a level crossing area and improves visibility for pedestrians and drivers.
Buff-coloured surface on the raised table Enhances the visibility of the crossing area to alert drivers.
Bollards around tactile paving Highlights the new wider pavement and protects pedestrian space.
Extended guard railing Guides pedestrians to safe crossing points and integrates with the raised table.
Amended school keep clear markings to 8am-5pm on school days Ensures a ‘no parking’ zone south of the crossing point during the full school day to keep the crossing and school frontage clear.
Additional yellow line restrictions around the crossing Prevents parking near the crossing to maintain visibility and safety.
General footway and carriageway improvements Enhances the overall condition and usability of the surrounding pedestrian and road areas.
These proposed measures are designed to reduce risk and improve safety around the school pedestrian entrance. To view the proposed plan click here
