Ham and Petersham Neighbourhood Forum Re-designation Consultation 25/26

Overview

Richmond Council has received an application by members of the community in Ham and Petersham, including representatives of Ham and Petersham Forum, Ham and Petersham Association and Amenities Group, and other local groups and organisations, to be formally re-designated as a Neighbourhood Forum, in accordance with the Neighbourhood Planning Regulations 2012. 

The Ham and Petersham Neighbourhood Forum was designated in January 2014 and was extended in 2020. The above groups have applied to the Council to be formally redesignated in accordance with the Town and Country Planning Act 1990the Localism Act 2011 and the Neighbourhood Planning (General) Regulations 2012.

The Council is now consulting the local community, residents and other interested stakeholders on this application from Thursday 11 December 2025 until Thursday 22 January 2026. 

If the application for the Neighbourhood Forum is agreed by the Council, the Neighbourhood Forum will continue to monitor the Ham and Petersham Neighbourhood Plan and determine when a partial or full review is required.  If the re-designation is made by the Council, no other organisation or body may be designated for that neighbourhood area until that designation expires or is withdrawn. 

A Neighbourhood Plan is a statutory planning document setting out general planning policies for the development and use of land in a designated neighbourhood.

The Council is inviting comments on the re-designation of the Ham and Petersham Neighbourhood Forum. This consultation does not relate to the adopted Ham & Petersham Neighbourhood Plan. Any comments should relate to whether the Forum should be designated as a neighbourhood forum for another five years.  Please note that your response will not be treated as confidential and any anonymous responses will not be accepted.
