East Sheen Parking Review 2023
Overview
The Council contacted residents in April 2023 to communicate the Council’s decision to propose a new controlled parking zone (CPZ) in the following areas of East Sheen:
- Area of roads comprising Wallorton Gardens, Gilpin Avenue, Park Avenue, East Sheen Avenue; and
- Muirdown Avenue and Shrewsbury Avenue
The new CPZ will operate 10am to Noon, Monday to Friday.
In view of the displacement (‘knock on’) effect new parking controls can bring to an area, the decision was also made to re-consult some roads on the fringe of the proposed new CPZ areas to provide a further opportunity to join the scheme – see the yellow shaded area on the map here.
Please read the following details about the new CPZ, which contain updated parking permit prices, and let us have your feedback on whether you wish to join the CPZ.
Should a CPZ be introduced, residents, their visitors and businesses wishing to park on street during the operational times of the CPZ will be required to purchase / display a valid parking permit. You would not be able to purchase a permit if you live in a property subject to a S106 Planning Agreement which restricts or prohibits the issue of permits.
Details of the current parking permit prices are as follows:
Resident and Business permits
The above resident and business permit prices are for the first permit issued per household/business for one year. Subsequent permits purchased per year are approximately 50% more for the second permit and 50% more again for the third permit issued.
Resident visitor permits
Resident visitor permits (scratch cards) are available at half the standard price to the over 60s. These permits must be validated for the relevant time period.

Further information
Please note that the responses will be analysed over the whole area being re-consulted as well as on a street-by-street basis, meaning that one or more roads could be added to the roads included in the proposed CPZ area and not others if appropriate. The Council would like to demonstrate that any measures have the support of residents so a good response is very important, although the Council will not base its decision on residents’ wishes alone. All feedback to this consultation will be considered by the Council along with all relevant traffic management and other highway factors, prior to a decision being made on the way forward.
Once the decision has been made on adding any roads to the proposed CPZ area, we will proceed to formally advertise proposals for the new CPZ (Traffic Management Orders) along with the design of the scheme. Please note that the design of the scheme will comprise double yellow lines at locations where it is considered unsafe or inappropriate to park including at junctions and/or at narrow section of road way. Where possible, we will maintain existing parking patterns and keep the lengths of double yellow lines to a minimum. The advertisement of the Traffic Management Orders will invite representations, either in favour or against the scheme.
