Overview

In September, we wrote to inform you of the Council’s decision to advertise traffic management orders proposing a new controlled parking zone (CPZ) in East Sheen in the following areas/roads:

  1. Wallorton Gardens, Gilpin Avenue, Park Avenue, East Sheen Avenue, Gordon Avenue, Parkfield Avenue, Palewell Park (between Upper Richmond Road West and Park Avenue)
  2. Muirdown Avenue and Shrewsbury Avenue

Advertisement of Traffic Management Orders and further consultation

Please be informed that the Traffic Orders formally proposing the new CPZ are now being advertised. At the same time and as advised in our last letter we are re-consulting you, the residents of the southern section of East Sheen Avenue, on whether you wish to be included in the CPZ. If the majority of respondents do not want to see this section of East Sheen Avenue included in the CPZ, the Council will exclude it from the scheme.  As with all consultations, the Council would wish to see a good response to this consultation so that it has a good representation of views from this part of East Sheen Avenue.

Detailed design

The new CPZ, Zone ES1, will operate 10am to Noon, Monday to Friday.

A proposed detailed design of the scheme has been produced.  Most of the area will be signed as a Permit Parking Area which involves less signage and lining (reduced clutter). The design of these schemes allows for parking to take place mostly as it does now but with the requirement for a valid parking permit to be on display on parked vehicles during the operational hours/days of the scheme as stated above.  This includes residents (and their visitors) parking across their own driveway provided a yellow line has not been put in place.

Lengths of double yellow lines are included in the design to improve access and sight lines where considered necessary such as at junctions.

Implementation and review

We will write to all properties within the proposed CPZ area when a decision has been made about the implementation of the CPZ, posting the decision on our website.  If the decision is made to implement the CPZ, we anticipate that implementation will take place in December 2023 and then reviewed after six months of operation.
