Overview

The Council is undertaking a parking review in the Teddington / Strawberry Hill area.

In recent years, the Council has implemented new Controlled Parking Zones (CPZs) in Strawberry Hill (Zone SH) and in the North Teddington area (Zone T1) and has made some changes to the existing Teddington CPZ (Zone T).   Residents of some roads in the area not currently within a CPZ have submitted petitions requesting parking controls.

A CPZ can alleviate the difficulties residents face in finding a parking space near to their home which are due in part to the parking of vehicles by non-residents (all day commuters and/or short and long stay parking).

We are now seeking feedback from residents and businesses in the yellow area shown on the map here, on whether you would like to see a CPZ introduced.  As part of this process, the Council will also be reviewing all existing zones in the area to see if any changes are warranted including improving access to local amenities and a possible review of zone boundaries.

In preparation for this review, the Council has considered a number of factors.  These include the formation of the CPZs in the area, the parking conditions of roads outside these CPZs and the petitions requesting parking controls. 

If there is support to introduce parking controls in one or more roads in this area, the Council will consider developing firmer proposals. This could involve proposing the introduction of a new CPZ in the area or an extension of an existing one.

Residents, their visitors and businesses wishing to park on street during the operational times of a CPZ will be required to purchase / display a valid parking permit, unless you live in a property subject to a S106 Planning Agreement which restricts or prohibits the issue of permits. Details of the current parking permit prices are as follows:

e.g. Mon-Fri/Sat 10am to Noon or Mon-Fri/Sat 10am to 2pm

The above prices are for the 1st permit per household/business for one year.  Subsequent permits purchased per household / business per year are approximately 50% more for the 2nd permit issued and approximately 50% more again for 3rd and subsequent permits issued per household / business.

Resident visitor permits

Resident visitor permits (scratchcards) currently cost £13.85 per book of ten half day permits.  These are half price to the over 60s. The permit must be validated for the relevant time period.  One permit, correctly validated, would be required for one full day’s parking in a CPZ that operates for two to four hours. Two permits would be required for zones operating for more than four hours.

Please note that the responses will be analysed over the whole area as well as on a street by street basis meaning that a CPZ could be introduced in some roads and not others if appropriate. Consideration will be given to adding any approved roads to an existing CPZ or creating a new CPZ, as explained above. The Council would like to demonstrate that any measures have the support of local residents so a good response is very important, although the Council will not base its decision on residents’ wishes alone.  All feedback to this consultation will be considered by the Council along with all relevant traffic management and other highway factors, prior to a decision being made on the way forward.
