Church Street Twickenham - Introduction of pedestrian zone
Overview
In June, the Council introduced a temporary pedestrian zone in Church Street, between its junctions with King Street and Church Lane, operating between 10am and midnight every day.
This pedestrian zone was implemented to facilitate the 2-metre social distancing spacing required as part of the COVID-19 measures and on the understanding that many businesses in Church Street supported it. As you will be aware, alfresco dining has been in place in Church Street for a number of years. The zone provided an opportunity for this scheme to be extended for a longer period during the year and with the need to observe the COVID-19 measures.
Since its introduction, the pedestrian zone has been welcomed by many of the businesses in Church Street and the Council feels that the scheme has generally been successful. In addition, the Council has received a number of comments and suggestions regarding its operation.
In view of the continuing need to maintain social distancing, the Council has recently decided to extend the operation of the pedestrian zone until at least mid-January 2021. Extending the zone will also allow us time to review it, including seeking feedback from you, the residents and businesses of the area, on how you think the scheme has worked and whether it should be implemented on a permanent basis in the future.
Further, if the pedestrian zone is introduced on a permanent basis, we would also like to hear your views on whether it should be applied all year round or just during the alfresco dining season, and on what days/hours it should operate.
With Church Street closed to all vehicular traffic during the zone’s operation times (between 10am and midnight every day), revised arrangements for deliveries and/or servicing of properties in the area were implemented. These comprised new loading bays in Church Street and Water Lane, with the latter allowing loading/unloading throughout the day. In addition, a new disabled bay has been implemented in Church Street immediately outside the pedestrian zone boundary, to provide for blue badge holders who need to visit the shops/businesses in this area.

What happens next
All feedback to this consultation will be considered by the Council along with all relevant traffic management and other highway factors, prior to a decision being made on the way forward.
