Amyand Park Road - Proposed One Way Working and Improvements to Pedestrian Environment

Overview

Richmond Council is seeking feedback on a proposal to enhance pedestrian safety on Amyand Park Road. This proposal forms part of an ongoing package of works aimed at improving safety for school children walking to and from the St Mary’s school sites.

We have recently completed a new zebra crossing on Arragon Road and an enhanced cycle slip linking Amyand Park Road to Arragon Road. The Amyand Park Road one-way working proposal aims to further improve the safety of pedestrians in this area.

During the morning and afternoon school peak times, there are large number of pedestrians walking between school sites along Amyand Park Road—particularly between Strafford Road and Oak Lane. The pavements here are narrow, often forcing parents and children to step onto the road, which presents a safety risk.

The Council is proposing to make a section of the road one-way, heading south, from just south of Candler Mews to the junction with Oak Lane. Cyclists would still be able to travel in both directions using a new cycle contra-flow. This change would also allow for some pavement widening, making it easier for pedestrians to use the footpath during peak times.

Unfortunately, the proposed layout would remove six resident parking bays. However, it would still allow school transport to drop off and pick up outside Capella House School by introducing a dedicated school permit bay. This bay would operate Monday to Friday, from 8:30am to 4:00pm. It would be 20 metres long—enough space for four standard cars. Outside of these hours, including overnight, weekends, and school holidays, the bay would be available for resident parking.

The proposed one-way section would begin just south of the driveway at 69 Amyand Park Road and end at the junction with Oak Lane. As part of the proposal, double yellow lines would be added. Between Strafford Road and the start of the one-way section (opposite Candler Mews), vehicles would still be allowed to stop on the double yellow lines for loading and unloading. However, within the new one-way section, loading would not be allowed at any time to keep the narrow road clear for traffic at all times.

The proposed one-way section is short, so it’s unlikely to cause an increase in vehicle speeds. However, traffic speeds would be monitored before and after the scheme is introduced. If needed, speed-reducing measures will be considered.
