Richmond Draft Sustainable Construction Checklist Supplementary Planning Document Consultation 2025/26

The draft Sustainable Construction Checklist Supplementary Planning Document (SPD) consultation closed on 22 January 2026. We received 7 responses from residents and other interested parties.

Following consideration of the consultation responses, the Executive Director of Growth and Place, in liaison with the Chair of the Environment, Sustainability, Culture and Sports Committee, agreed to adopt the Sustainable Construction Checklist SPD on 27 March 2026.

What we heard

Most responses were broadly supportive of the draft Sustainable Construction Checklist SPD. Some responses suggested refinements rather than fundamental changes. Consultees raised issues relating to water efficiency, transport impacts, minerals and waste safeguarding, heritage protection, biodiversity measures, and water quality.

How your feedback was used

Consultation responses were reviewed and considered before the final version of the SPD was adopted. A number of minor, non-substantive updates were incorporated into the SPD to reflect the feedback received.

Overview

Richmond Council is consulting on a draft Sustainable Construction Checklist Supplementary Planning Document (SPD).

The Sustainable Construction Checklist (SCC) SPD consists of two components:

  1. An Excel Checklist (required submission document) that calculates scores as you complete it.
  2. A Guidance Document which provides advice on completing the checklist, sustainability accreditation, energy statements, and links to relevant policies and resources.

The draft SCC SPD updates the existing version to reflect the ambitious approach to sustainable construction and energy efficiency in the adopted Local Plan, and reflects the latest national and regional policy changes and guidance since the last update.

The draft SCC SPD introduces tailored checklists, so applicants only need to complete the Checklist relevant to their development type (or more if a mix of development types is proposed).

What happens next

A summary of the responses to the consultation will be made available following the consultation period. These responses will be fully considered and if appropriate, changes will be made to the final version of the document prior to its adoption by the Council, which is intended to be in early 2026.
