Richmond Draft Planning Obligations Supplementary Planning Document Consultation 2025/26

Overview

Richmond Council is consulting on a draft Planning Obligations Supplementary Planning Document (SPD). You can view the full draft SPD here.  

The SPD will support the policies set out in the Richmond upon Thames Local Plan.

The draft SPD sets out the Council’s approach to securing planning obligations through the development management process. It has been updated following the adoption of the Local Plan in October 2025.

It provides detailed guidance on how the impacts of developments will be mitigated through planning obligations, including in relation to climate change, affordable workspace, employment and skills, transport, open space and social infrastructure.

The SPD aims to ensure that financial contributions and other planning obligations are agreed in a clear and consistent way through the planning application process, reducing the need for case-by-case negotiation.

What happens next

A summary of the responses to the consultation will be made available following the consultation period. These responses will be fully considered and if appropriate, changes will be made to the final version of the document prior to its adoption by the Council, which is intended to be in early 2026.
