Richmond Local Validation Checklist Consultation 2025/26

The draft Local Validation Checklist (SPD) consultation closed on 15 January 2026. We received 11 responses from residents and other interested parties.

Following consideration of the consultation responses, the Head of Spatial Planning, in liaison with the Chair of the Environment, Sustainability, Culture and Sports Committee, agreed to adopt the Local Validation Checklist on 20 February 2026.

What we heard

Respondents generally supported the clearer structure of the updated Local Validation Checklist, while raising points about ensuring requirements remain proportionate, particularly for minor applications, and seeking further clarification on matters including biodiversity, flood risk, drainage and utilities.

How your feedback was used

Consultation responses were reviewed and considered before the final version of the SPD was adopted. The Council reviewed the comments and incorporated a number of minor, non-substantive updates where appropriate, including around proportionality, flood risk and Biodiversity Net Gain.

Richmond Council is consulting on a draft Local Validation Checklist (LVC). You can view the draft checklist here.

The checklist has been updated to reflect current policy requirements and, once adopted, will replace the current version. Please note that if you wish to submit a planning application you must continue to comply with the current adopted Checklist.

What happens next

A summary of the responses to the consultation will be made available following the consultation period.
