Richmond Draft Affordable Housing Supplementary Planning Document Consultation 2025/26

Richmond Council is consulting on a draft Affordable Housing Supplementary Planning Document (SPD). You can view the full draft SPD here.

The SPD will support the policies set out in the Richmond upon Thames Local Plan.

The draft Affordable Housing SPD presents the Council’s priorities around the delivery of affordable housing and the contributions developers are expected to make. The draft SPD updates the existing SPD version from 2014, and the 2022 draft which was consulted on but not adopted.

This draft SPD reflects updates to:

  • national, regional and local policy.
  • guidance including the London Plan (2021).
  • new or updated London-wide guidance such as practice notes issued by the Greater London Authority in relation to development viability and grant funding.

The draft SPD provides further guidance on how viability will be assessed within the planning application process.

What happens next

A summary of the responses to the consultation will be made available following the consultation period. These responses will be fully considered and if appropriate, changes will be made to the final version of the document prior to its adoption by the Council, which is intended to be in early 2026.
