Richmond Draft Affordable Housing Supplementary Planning Document Consultation 2025/26

Results updated 19 Aug 2026

The draft Affordable Housing Supplementary Planning Document (SPD) consultation closed on 22 January 2026. We received 7 responses from residents and other interested parties.

Following consideration of the consultation responses, the Head of Spatial Planning, in liaison with the Chair of the Environment, Sustainability, Culture and Sports Committee, agreed to adopt the Affordable Housing SPD on 26 March 2026.

What we heard

Three respondents supported the SPD without suggesting changes, while the remaining responses were broadly supportive but requested clearer guidance and technical refinements. Key themes included improving the clarity of affordable housing thresholds, viability requirements, Registered Provider engagement, housing mix evidence, accessibility standards, and affordable housing delivery processes.

How your feedback was used

Consultation responses were reviewed and considered before the final version of the SPD was adopted. A number of minor drafting changes, additional clarifications, updated references, and improved signposting, were included. The Council generally considered the SPD to be consistent with existing local and London Plan policy and did not make substantive changes.

Overview

Richmond Council is consulting on a draft Affordable Housing Supplementary Planning Document (SPD). You can view the full draft SPD here.

The SPD will support the policies set out in the Richmond upon Thames Local Plan.

The draft Affordable Housing SPD presents the Council’s priorities around the delivery of affordable housing and the contributions developers are expected to make. The draft SPD updates the existing SPD version from 2014, and the 2022 draft which was consulted on but not adopted.

This draft SPD reflects updates to:

  • national, regional and local policy.
  • guidance including the London Plan (2021).
  • new or updated London-wide guidance such as practice notes issued by the Greater London Authority in relation to development viability and grant funding.

The draft SPD provides further guidance on how viability will be assessed within the planning application process.
