Overview

London Borough of Richmond upon Thames is committed to working together with service providers, service users, carers and representative organisations to address the challenges we are all facing in relation to the commissioning and delivery of residential and nursing care services within the current financial climate.

The national measures to reduce the budget deficit continue to cause uncertainty around future funding for councils. This uncertainty means that it has become increasingly important to seek efficiencies and to continue to identify new ways of delivering services. The Government has announced that it intends to continue to reduce public sector spending until at least 2017. Any cuts for Local Government will be on top of the 26% reduction in funding for Local Government between 2011 to 2015.

The Council has continued its programme of activities to secure improvements and efficiencies in the provision of Adult Care Services. Whilst progress is being made, the Council cannot absorb all the necessary efficiencies since the greatest proportion of funding received by Adult Social Care goes straight to external providers of services.

The Council will take providers' views into consideration when deciding the final fee rate.

The purpose of this engagement is to ask for the views of nursing and residential care service providers with regards to the proposed increase in fee rates for 2013/14.
