The Public Consultation on Revised Statement of Licensing Policy received 3 responses. On 19th June 2017 the Regulatory Committee, which is made up of 15 ward members and consists of cross political party membership, looked at the consultation responses and considered council officer recommendations. They made the decision to recommend to Full Council to adapt the revised document. 
On 4th July 2017 the Revised Licensing Policy was formally adopted by Full Council and the new document will come into effect on 18th September 2017.


The Council, as the Licensing Authority under the Licensing Act 2003, is now undertaking a consultation process to review and update its Statement of Licensing Policy.

As such, we would like to hear views from local busineses, local residents and responsible authorities on these proposals.

There are four Licensing Objectives for the Licensing Act 2003, which are:

  • Prevention of crime and disorder
  • Public safety
  • Prevention of public nuisance
  • Protection of children from harm

The Licensing Authority can only have regard to matters that relate to one or more of the Licensing Objectives listed above when determining its Statement of Licensing Policy.

Apart from legislation updates to the draft Statement of Licensing Policy, the Licensing Authority is proposing to retain the Cumulative Impact Zones (CIZ’s) for Richmond and Twickenham town centres. This means that any new licence applications will presume to be refused unless the applicant can show that granting the application will not add to the cumulative impact on these areas.
