The Council's Learning Disability Strategy for adults aims to improve the way services are delivered and expand the choice of options individuals have when choosing service accommodation. To help achieve this, the Council is proposing some specific changes to the learning disability service that we would like your views on.

The Council has taken the decision to recommission some of the supported living and residential accommodation services in Richmond (inviting organisations to bid to deliver care within some of our supported living and residential homes).

Through this process we want to ensure:

  • That more people have the opportunity to live independently, through independent tenancies and floating support
  • That people have the opportunity to develop life skills they might in the future
  • That accommodation is fit for the future in terms of accessibility
  • That assistive technology is utilised where appropriate
  • That the potential of service users is harnessed in innovative ways
  • That older people who may have a learning disability but are also getting older and experiencing old age frailty are provided with care and support in the right setting


We would like your views on:

  • The proposed changes we want to make to the learning disability service
  • The impact of these changes
  • The funding model


Your views will be used to influence our final decisions regarding the specific changes that we are proposing to the service and the funding model. We will present this feedback in a report once all replies are collated.

We are holding three focus groups and engagement session for families and carers of service users so that all relevant parties can contribute to the service and funding model and be kept up to date.
