Overview
You may recall that the Council wrote to you in February 2018 with information regarding the implementation of the A3 Controlled Parking Zone (CPZ) in Cambrian Road and Chisholm Road.
While Manning Place demonstrated a good level of support for a CPZ during the previous consultation in October/November 2017, it did not meet the Council’s criteria at the time. However, since the previous consultation was undertaken, the new Council administration has changed the rules and criteria around CPZs.
Given that the criteria around CPZs has now changed and the Council has received reports that the introduction of the CPZ in Cambrian Road/Chisholm Road has led to non-residents parking regularly in Manning Place and causing access issues, the decision has been made to re-consult.
If the CPZ was extended into Manning Place the hours of operation would be the same as the rest of the A3 Zone (8.30am to 6.30pm, Monday to Saturday) and entry signage and some small repeater signage on existing street furniture would be required, denoting ‘permit holders only parking’, but no lines.
This arrangement is expected to provide a more flexible option as it will allow residents and your visitors to park in Manning Place during the restricted hours and in Cambrian Road and Chisholm Road too, provided a permit is displayed. It will also tackle the problems residents have reported with obstructive parking by non-residents.

Permits
If a CPZ is introduced in this area, residents, their visitors and businesses wishing to park on street will be required to purchase and display a valid parking permit. The costs of these permits are dependent on the hours of operation and the current costs are shown below.
Resident Permits
An annual resident permit costs £82.50. Subsequent permits purchased per household / business per year are approximately 50% more for the 2nd permit issued and approximately 50% more again for 3rd and subsequent permits issued per household / business.
Resident visitor permits
Resident visitor permits cost £13.20 per book of ten half-day permits. These are half price to the over 60s. Two permits would be required for one full day’s parking in the South-East Richmond CPZ.

What happens next
The Council would like to demonstrate that any measures have the support of local residents, so a good response is important. All feedback to this consultation will be considered by the Cabinet Member for Transport, Streetscene and Air Quality along with all relevant traffic management and other highway factors, prior to a decision being made on the way forward.
